    • We have not had updates since 2001 and several updates are needed to be addressed
    • Paper copies of the draft available tonight at the meeting. PDF to be circulated over the list.
    • Formal proposal will be submitted at the November meeting with voting in December
    • Objectives for modifications:
      • Ensure continued operation of club
        • Increase flexibility in elections to add electronic balloting
        • Assure ability for members to form a quorum for voting at club meetings
      • Clarify membership types and, separately, classifications for dues schedules
        • Includes striking life membership rate due to lack of use and avoiding financial administrative effort needed to manage those funds
      • Clarify details of Directors and Officers
      • Standardize language around Annual Business Meeting
      • Align references to communication so as not to conflict with the increased use and availability of technology since the prior revision
      • Address potential typographical errors accumulated due to revisions and transcriptions of previous texts
      • Confirm Not For Profit status of club corporation in the Purpose text (we are not currently a registered Non-Profit corporation)

Illinois QSO Party is this weekend, AC9BJ will be operating from the Salem park in Illinois.

With solar flares, any recent contacts? Thomas made one 6-meter contact. VHF activity has been high with aurora bounce. HF has been a struggle with noise. However the Badger Emergency Net (40m daytime) was strong today following the storm.

Holiday Party Planning - Tentatively December 3rd. Contact Steve W9GZO or Ann KD9ZUE if you are interested in assisting with the planning.

Winter Field Day Planning Team - Previous years have been at Christiana Town Hall. Matt NM9O will be sending a note out to QST to coordinate.

Summer Field day Planning Team - Reservations open in November for the Dane County Parks and end of June is very popular, so getting reservation in is important.  We have been at Badger Prairie Park in Verona for over 15 years, it has shelter, bathrooms, water, ample parking and plenty of space to setup antennas. 
If you have recommendations for other locations, please discuss on the QST list. Otherwise we will proceed with making a reservation at Badger Prairie.

Program for August Meeting - Dane County Emergency Management and EOC

J. McLellan, Dane County Population Protection Planner gave a presentation on how Amateur Radio interfaces with the county emergency management structure. Dane County Emergency Management

Jeff KC9UNZ, Dane County Emergency Coordinator presented on ARES/RACES organization, training and how it works with local agencies including Hospitals, Dane & Iowa Counties and Wisconsin Emergency Management. To be part of the response when ARES is called upon, you need to register with Jeff and complete some base (free) training modules - FEMA Emergency Management Institute (look for IS-100, IS-700 independent study). Dane and Iowa County ARES and RACES

Joe N9TWA gave a presentation on Amateur Radio Relationships: Importance for Emergency Communications

Chad WA4ORM spoke about Skywarn and passing messages between weather spotters/observers and the National Weather Service. Encourage attendance to yearly NWS Storm Spotter training and report when you see weather events. Local Madison weather nets are found on the on 444.375 repeater using standard offset and PL 123.0 run as part of Midwest SSTRC.

Field Day Report

Badger Prairie Park has been confirmed.

Discussion on looking at other parks. We have been hosting Field Day for at least 15 years at Badger Prairie. Should we consider another location? We have some basic requirements - water, accessible, electricity, able to reserve overnight.

Recommendation is to have a committee meeting and bring back results to next club meeting. Nicholas will proceed with doing so.

Announcements

MARA Hamfest date has changed - now April 13th, 8am-noon (vendor access 6am). Connect with MARA if you are interested in supporting the event by volunteering. There will be a VE session that FLARC sponsors. Sam will be coordinating the VE session.

Nominations were all uncontested. As discussed on the board, the nominees with approved a simple voice vote.

The next FLARC meeting will be February 20th at Space Place and Zoom.

Some discussion on why the board chose the DFI date as the requirement for having a full board. It will be the next date that we have to report our officer list to the state as part of our annual corporate filings. It was a good deadline to set. The new board will meet and discuss this further.

Thank you to Sam and Paulette as outgoing Board Members at Large for many years of guiding and leading the club.

The crew heading to Shawano County will be operating a 1x1 callsign for the WI QSO part - W9S

Summits on the air is having a 10m challenge this year. There will be awards at the end of the year.

There were 8 VEs but no candidates looking for exams this month - a rare occurrence for us.

This was the last session for Ron, K2VB to be coordinator. Frederick, W9GOC is filling in as interim coordinator. If you are interested in taking on the coordinator position, please contact Frederick or Sam. We are unique in that we are doing in-person exam sessions versus many VE organizations doing only online exams. It would be good to keep the sessions running.

Field Day Report

Matt is confirming the park reservation for 2024. We are planning to have a picnic.

Technician Class

A Technician Class was held October 21-22. 4 people attended the first day and 3 people on the second day of the class. All 4 people and one additional tested on the Sunday VE session. All of them passed the technician license exam.

Gary Berliot NG9V had been a president of FLARC in the past is now a silent key.

Peg Haese KB9LIE a previous secretary of FLARC is now a silent key.

Bradford Kleemann, WB9WHI became a Silent Key in September. Kevin Kolpitcke K9EV received his radios and sold one them at the Belvidere Hamfest. He has generously donated $250 to the club in memory of Brad.

Joe Imilkowski W9CWD is a silent key.

Pete Byfield K9VAL is a silent key in the past couple weeks.

Business

Holiday Party - we received no interest of anyone looking to coordinate. The party will be cancelled for 2023. It is not too early to think ahead to 2024

Thomas AC9BJ was the fox and located himself at the Ice Age Trail near 5 Points in Verona.

The first team to locate the fox was WN1C and KK6HJI at 19:57
KB9SKW and W9GZO located the fox at 20:23
KF9AQ using his scanner found the fox as well.
NM9O caught up with the others at Culvers around 10pm local.
